CyncHealth Iowa HIE Services RFP

Please note: There are no amendments or changes to the RFP based on the inquires.
A request is made to maintain CEHRT (latest certification) for all Public Health reporting requirements including ELR, Syndromic Surveillance, Immunizations and Electronic Case Reporting. Is in the intent to store this data in the HIE as well as being able to extract information from these registries?
CyncHealth Iowa expects the selected vendor to support extraction of information from the HIE for all CEHRT requirements to include bidirectional.
Is there a vision or any use case where the HIE would submit data to these registries?
CyncHealth Iowa expects the public health registries may be bidirectional at the discretion of CyncHealth Iowa and the State of Iowa.
A request is made for a key resources and staffing plan. Is this plan to include Key Resources from CyncHealth Iowa as well as our team?
The intent is to understand what the respondent is proposing in regards to resources for the project. The respondent should also identify any expectations of CyncHealth Iowa in regards to support, collaboration, or responsibilities.
Is there an expectation that prior to accepting 42 CFR part 2 data, that the HIE will validate a consent form from the sending location?
CyncHealth Iowa will ascertain Part 2 status of the data sharing organization.
Is there an expectation that the HIE is to validate the data is coming from a provider that is 42 CFR.

Can you please provide the number of named users for the solutions as well as the expected number of member (patient) records to be stored in the platform?
CyncHealth Iowa identifies the population of Iowa as 3.9 million. This is the expected number of member records.
Is Image Exchange needed to be part of the proposed solution, or is there existing image exchange services that the proposed solution will need to connect/interface with?
CyncHealth Iowa is not procuring image exchange as part of this solution.
Of the 145 hospitals, how many are supplying CCD documents in CDA Format, and of those providing CCD documents, how many are parsed into discrete data or stored into a document repository (XDS or similar)?
CyncHealth Iowa’s expectation is that data exchange occurs via USCDI data sharing standards. The respondent should anticipate that all hospitals and ambulatory participants will share CCDs, and we anticipate parsing necessary for a portion of the CCDs.
Of the 145 hospitals supplying HL7 v2 data to Iowa, how many are planned to pass through or be transformed by a third-party interface engine prior to the HIE?
All interfaces will be managed by CyncHealth Iowa prior to being sent to the HIE.
Are there additional data providers planned to be integrated (long-term care, assisted living, skilled nursing facilities; single doctor practices; payers, etc.)? If so, how many facilities and how many feeds of which types are to be included in the scope of this RFP?
CyncHealth Iowa expects additional integrations with providers as the network grows, including long-term care (approximately 425 facilities), assisted living (approximately 450 facilities), family and specialty care practices (approximately 1500 clinics), and health plans (8).
Are there additional external data sources such as PDMPs, vaccination registries, or other centralized data sets that are included in the scope of this RFP? If so, please provide details on current state connectivity to these resources.
The respondent should anticipate a broad range of participants.
Of the 145 hospitals, how many does CyncHealth Iowa currently transmit outbound HL7 v2 or CDA structured data to?
CyncHealth Iowa transmits to all hospitals.
Is migration of historical data currently ingested or stored within Iowaโs HIE, repositories, or SFTP locations included in the scope of this RFP? If so, what is the duration and size (in number of documents and bytes) of the data to be backloaded?
Migration of current data will be necessary as part of the scope of work. The size of data will be provided at a later date.
Does CyncHealth Iowa include in scope any participant hospitals that access a web portal via an embedded window within the hospitalโs EMR? If so, how many participants currently connect this way?
Respondents should anticipate a number of entry points to include SSO, embedded windows, APIs, and other interoperability solutions to mitigate workflow burden.
Of the 145 hospitals, how many and of what types of distinct interfaces are represented and provided from these data sources?
Respondents should anticipate all hospitals with all feeds necessary to meet the USCDI standard of data sharing.
How many Direct addresses are being provisioned for CyncHealth Iowa and their customers?
At this time, 250 Direct addresses are provisioned, and respondents should plan for future needs with market changes.
Is CyncHealth Iowa providing Direct Secure Messaging integrated into the provider EHR system (EPIC)? - If so, how many hospitals are interfaced with CyncHealth Iowa for Direct Secure Messaging?
- How many domains (@xyzhospital.com) and how many subdomains (@abchospital.cycnhealthiowa.com) are being used?
- How many providers are using a web portal interface to receive Direct Secure Messaging? Is this accessed through an existing CyncHealth Iowa portal (single sign-on), or do you require a standalone multi-factor authenticated site?
Currently, Direct Secure Messaging is not part of the requested RFP services.
Does the state expect this proposal to include the hosting or does the state expect to select their own hosting environment?
CyncHealth Iowa will host the environment.
The introduction states โData trends (e.g., lab values, vital sign trending, etc.).โ Is there a comprehensive list of the elements that are expected to be included in data trends reporting?
The respondent should describe the capabilities of the proposed solution. However, the data elements desired for trending will likely include USCDI V3 elements.
What is the current daily volume of message/documents being exchanged? And of what types?
CyncHealth Iowa identifies the population of Iowa as 3.9 million. The respondent should use this for estimates.
Does CyncHealth plan to integrate Iowa into the existing CyncHealth single sign-on / landing page application? If so, will users of both Iowa and Nebraska log into the same instances of this application?
CyncHealth Iowa does plan integration into the a single sign-on/landing page. Currently the HIE solution for Nebraska and Iowa leverage the same MFA landing page.
